Program Governing Body is the International Research and Training Centre for Information Technologies and Systems of the National Academy of Sciences of Ukraine and the Ministry of Education and Science of Ukraine.

The International Research and Training Centre for Information Technologies and Systems of the National Academy of Sciences of Ukraine and the Ministry of Education and Science of Ukraine is research and training organization subordinated to the National Academy of Sciences of Ukraine and the Ministry of Education and Science of Ukraine was established in 1997. In the International Center programs of works focus is on the artificial intellect problems, new information and communication technologies and systems, society informatization problems in Ukraine and its interactions with world information space. The Center successfully solves one of the computer science key problems: creation of new generation high science intensive information technologies. These are so-called intellectual information technologies which are capable to realize human intelligence elements. The Center results in the basic scientific directions are recognized both in the country and abroad.

Professor Vladimir Gritsenko, the director of the International Center is SSTP “The Pattern Computer" coordinator.

Program Governing Body carries out scientific, technical and organizational-thematic support of the Program works according to the current legislation.

Governing Body carries out the primary goals:

• Planning and control of scientific and technical tasks realization of SSTP “The Pattern Computer" annual programs for planned target Program technical and economic parameters achievement at all stages and phases of its realization.
• Organization and support activity of the Interdepartmental scientific and technical council SSTP “The Pattern Computer"
• Guaranteeing of the state discipline in planning, accounting, control, works acceptance and state statistical accounting steady observance at the Program realization all stages and phases.

For primary goals implementation in SSTP “The Pattern Computer" coordination and management is established Program Governing Centre which includes: planning, coordination and development group, calculated group, organization and purchases account group, documentary-information support group. Regulations about the State Scientific and Technical Program “The Pattern Computer" order of formation and implementation is approved by the National Academy of Sciences of Ukraine and the Ministry of Industrial Policy of Ukraine the order/direction from September 30, 2005/ September 27, 2005
